Church Governance

Introduction

City Church Sparta is committed to building upon a clear and biblical foundation for church governance. We believe spiritual vitality flourishes when sound doctrine, Spirit-empowered ministry, and biblical leadership function together under the authority of God’s Word. We believe the Bible is the inerrant Word of truth, and we desire to structure our leadership in a way that aligns with biblical values and honors Christ, protects His church, and promotes unity, accountability, and faithful stewardship. Christ alone is the Head of the Church (Ephesians 1:22–23). All leadership exists under His authority and for His glory.

Form of Governance

City Church Sparta practices a Pastor-led and Elder-governed form of church government. While many leadership roles exist within the life of the church (pastors, ministry leaders, staff, and volunteers), the Elder Team carries the primary responsibility for spiritual oversight, doctrinal integrity, financial stewardship, and governance.

The Role of Elders

Elders are called to shepherd, oversee, and guard the church (1 Peter 5:1–4; Acts 20:28). Their responsibilities include three primary functions:

1. Governance

Guard and articulate the biblical vision and the church. Establish policies that provide theological and philosophical boundaries for church life and ministry. Ensure all ministries remain aligned with the mission and values of City Church Sparta.

2. Spiritual Oversight & Discipline

Uphold biblical standards of conduct within the church body. Address unrepentant sin, divisiveness, or doctrinal error according to Scripture (Matthew 18:15–17; Titus 1:9). Provide spiritual protection and covering for the congregation.

3. Modeling Christlike Leadership

Demonstrate godly character in home life, personal conduct, and ministry. Lead as servant-shepherds rather than as domineering authorities (Mark 10:42–45). Pray faithfully for the congregation and minister to the sick and hurting (James 5:14–15).

The Lead Pastor

City Church Sparta affirms the role of the Lead Pastor as the primary visionary leader among the Elders. The Lead Pastor:

Sets vision and direction in collaboration with the Elder Team.

Helps shape meeting agendas. Leads in preaching, spiritual direction, and doctrinal clarity.

While the Lead Pastor provides visionary leadership, all Elders share equality in input, accountability, and responsibility.

No Elder functions independently of the team.

Decision-Making Process

Elder meetings are held regularly for prayer, discernment, discussion, and governance. Decisions are made after thorough discussion and prayer. Unity is pursued diligently. While differing perspectives are welcomed, final decisions aim toward unanimous agreement and full continued support. No major decision affecting the congregation will be implemented without collective Elder approval.

Qualifications for Elders

City Church Sparta affirms the biblical qualifications found in:

1 Timothy 3:1-7
Titus 3:5-9
1 Peter 5:1-4
Elders must be spiritually mature individuals who:

Are above reproach in character and reputation.

Faithfully shepherd their own households.

Demonstrate humility, self-control, and sound doctrine.

Are known and trusted within the congregation.

Have served faithfully in the ministries of City Church Sparta.

Desire the office not for status, but for sacrificial service.

Exhibit a servant’s heart and love for people.

Support the unity and integrity of the Elder Team publicly and privately.

Are able to withstand criticism and remain steady under pressure.

Show faith for the future and alignment with the church’s mission.

Selection and Appointment of Elders

Elders are appointed by the unanimous agreement of the existing Elder Team. Candidates will undergo a season of observation, doctrinal review, and character evaluation. The congregation will be informed prior to final installation. Elders must be active covenant members of City Church Sparta.

Term of Service

Elders serve two-year terms. At the conclusion of each term, service will be reviewed. An Elder may continue serving upon mutual affirmation of the Elder Team. Terms provide natural opportunities for sabbatical or transition if necessary.

Removal or Resignation

An Elder may cease serving under the following circumstances:

Voluntary resignation.

Relocation or departure from City Church Sparta.

Disqualification due to sin or failure to meet biblical qualifications.

Persistent doctrinal disagreement with the church’s statement of faith.

Major unforeseen life circumstances

Removal for disqualification requires investigation, prayer, and Elder consensus, handled with integrity and biblical care.

Financial Oversight

The Elder Team: Approves the annual budget. Ensures responsible stewardship of church resources. Provides accountability for financial transparency.

Accountability & Appeals

If an impasse arises among the Elders that cannot be resolved internally, the Elder Team may seek counsel from trusted external pastoral leaders who share our theological convictions for wisdom and mediation.

Final Affirmation

The office of Elder is a sacred stewardship. Those who serve will one day give account to Christ, the Chief Shepherd (Hebrews 13:17). City Church Sparta desires leaders who shepherd willingly, eagerly, and faithfully—never for personal recognition, title, or authority—but for the glory of God and the good of His people.
